I like both your options. It's likely that the plate washer idea is cheaper.

racook... indoor. Stair landing. 100 psf.

jayrod... I also think plate is cheaper. My current ideas are 4-step. I'm hoping there is a simpler, quicker, one or two step process with TEK screws or other.

I can't dream up anything much simpler than that, I guess the hardest part will be ensuring the drilled holes in the plywood line up with the gap between the bearing bars.
