Near Source Seismic Factor in UBC1997

Near Source Seismic Factor in UBC1997

(OP)
Clause 10629.4.2 states that "the value of Na used to determine Ca in seismic zone 4 need not exceed 1.1 for structures complying with the following conditions (1 to 3)"

If I don't know the seismic source type or the distance to the seismic source, can I use this figure of 1.1 for the Nv factor aswell as Na? I could not find any clause relating to the Nv factor. Note that the values for Nv in table 16-T are significantly higher than the Na values for the same distances from the source.

Can anyone help wiht this? The project is in Afghanistan, and other than the seismic zone and soil profile type there is very little available information.

Thanks
