I know this is old but I'm wondering under what conditions do I get the "sketch needs 0 constraints"
message. If there is a curve of length 0 how do I find it.

If you switch your Part Navigator to non "Timestamp Order" (RMB in the navigator), it will list the objects in a sketch, either under "Unused Items" or under the feature that is using the sketch.
This way you can see any object that is 0 length.
