Is it legal to peer review a project that is in state that you don't have a license in? No stamp, so I don't see why not.

Check with your state to see how they define "practicing engineering". A peer review could be construed as practicing engineering.

I don't see a problem, since you are not taking responsible charge of the project (no stamp).

Agree with MotorCity on this one - each state has unique definitions of what constitutes "engineering practice" and thus what falls under the requirement that one be licensed to do what is considered engineering.

You can read through the state's laws to see if it is clear enough - most state's laws are online and very accessible.
Otherwise, you could contact the board office and ask.

One of the things I hear many times from board officials is that they really don't mind answering questions about things like this.

Is the peer review a legal requirement by the state, or the local AHJ? If it is, then you probably need a license from that state. If not, then you would merely be supplying a professional service from an out-of-state location, and that probably wouldn't be governed by that state's statutes. The designer of record can seek assistance from whomever he wishes - it's his stamp on the drawings.

I agree with the others; the best thing is to call the state board. "Peer Review" is ambiguous. The answer depends on who you're working for and what you're being asked to do. I work for a company with offices in multiple states and have "peer reviewed" drawings. What this involved was starting with the assumption that the design is correct, looking through the plans for clarity of details and terms, spelling errors, incorrect references, outdated specifications, buildability/constructability, etc; mainly a sanity check.

I've also been on projects where the owner has brought in a contractor to review plans; whether the reviewer(s) was licensed or not wasn't an issue.

I'm not American so I don't deeply understand your registration system, but I can't think of too many situations in which engineers would be asked to peer review a project and not be expected to wear their engineers' hats.
