what acid is used to remove highspeed steel tap from an aluminum part without damaging the aluminum.

tap extraction tools are available. don't use acid.

After extraction, you can use concentrated nitric acid to remove the steel residue.  Although it's not the best acid for dissolving steel, it has the least effect on aluminum:

Nitric acid solutions are used in metal finishing to clean aluminum, remove nickel plating, etc. It does attack some of the alloying elements, though, so if you have something like Al 2024 don't let it sit too long.
