Oscillation Parameters for Inco 82 GMAW Automatic Overlay

Client has the arc oscillating ~1" wide @ 70cpm. Wire diameter is 0.062"; current ~300A; travel speed ~5 ipm; 100% argon gas; spray transfer mode; flat position. (By automatic I mean machine, per Section IX.)
Quality is such that operating conditions are too near the boundary of safety. I suspect that the frequency of 70 is excessive, especially when I see the inertia effects on the equipment. Even the shielding gas is getting tossed around laterally, though not enough to compromise shielding. I am trying to recall what an equipment vendor showed us almost 30 years ago, and I seem to remember ~40cpm oscillation using 0.045" SS wire in spray mode, at about 1¼" oscillation width and 4.5 ipm travel speed.
Any suggestions as to a sensible starting point for oscillation frequency and dwell times (left side tie-in, right side fresh edge)? Also travel speed and overlap dimension. Oscillator is a heavy-duty Jetline unit with full wave shape control capability. (With this controller the frequency is not dialed in, but is the outcome of two lateral speeds and two dwell times.)

I've been deconstructing the process, especially the oscillation parameters, trying to determine how and why they are so near the boundary of safe welding.
