I have a set of specifications for the testing of shotcrete test panels that require 3 cores for compression tests, 3 cores for grading by a special inspector, and for the test panels to be cut in quarters for additional observation of the cut edges for adequate shotcrete placement. My question is, does anybody else use similar tests/requirements and do you know where they come from? I tried delving into the code but got lost in the rabbit hole and decide to check here to see if anybody could help narrow down my search. So, let me know your thoughts. Thanks all.

Have you looked at the ASTM standards? ASTM C1604 seems to cover part of what you're talking about.

One of the referenced documents is ACI 506.2 "Specifications for Shotcrete:

Yes, on my shotcrete projects, we used a similar language in the specification. I believe kipfoot is correct and most of the information comes from ACI 506.2.
