How would I go about automating the creation of standard O-Ring dovetail grooves that could be selected and swept about a centerline?

I would look into using the User Defined Features. Set up your expressions for user inputs and run it through the UDF wizard. You may have to work on the placement in 3D space of the UDF upon creation. We use Coordinate systems for referencing. In the Expressions, you can make a list of which standard grooves you want to use, and list those in the UDF wizard.

You probably need to set up the UDF locations in NX Customer defaults also.
Depends on if you are running teamcenter or native.

Please review this thread. It shows a good way to have lists in expressions. This should be perfect for what you are looking for.
Also with NX11 you have a better Expressions Box to mess with since they updated it. You may have access to more expression functions which may make things easier.
