Hanging a skyscraper (Hang-scraper? Sky-dongle? Cloud City?) sounds OK – but this thing would move across the earth over many countries. Think about all the building code inspectors that would get involved!
Architects want to hang a skyscraper from an asteroid
So no structural engineers want to do this I guess.

But that's no reason why they cain't be friends.
Engineering folks should stick together,
Engineering folks should not be fools.
Engineers listen to architects' fancies,
