I would suggest googling Rooney Malcolm. He was a professor at NC State and has some of the best storm water design manuals.

This is a good reference manual that I have on my shelf. I let my younger engineers borrow it all the time.
Of course the Hydraulics Bible, Open-Channel Hydraulics; Ven Te Chow 1959; Hydrology & Floodplain Analysis Bedient-Huber; Handbook of Hydrology just to name a few.

If you are interested in storm design then you also need to look at the requirements for you jurisdiction (state, county, city)after you get an understanding of the basics. Typically these standards will have design examples you can follow along to get a better understanding of the steps involved. Also definitely check out the TR-55 manual linked above, it is very basic and many regulatory agencies use it.
