API 20E laboratory testing requirement

API 20E Section 4.2.2 states that "All required test, including those certified by the raw material supplier, shall be performed by a laboratory qualified in accordance with ISO 17025"
Does this testing qualification apply only to qualification bolting (since it only falls under Section 4) or to all qualified production lots?
Reason being most mills have their in house test laboratories but not many are accredited to ISO 17025.
I would be willing to pay for testing in accredited labs, but these mills are so far away from most accredited test labs.
