I know the above might sound strange, but has anyone encountered any code recommendation for wind load values below grade level. To clarify further, the building has 4 basements and the excavation has already been completed. Some elements will be built underground that will be part of the shoring system and the PM company wants to include wind loading in the verification process.

I would expect that any of the other factors in the shoring design would govern significantly over any perceived wind load..

So the one side of the shoring is holding back the soil and the other side can have a wind pressure/suction load?

Would this be to resolve wind forces parallel to the shoring wall instead of perpendicular?

I am assuming we are talking about shoring that is holding back soil and not shoring used to temporarily support some other part of the building during construction. If that's the case, I cannot see any sort of arrangement where the wind load would act in the same direction as the soil load (assuming that the shoring does not extend above grade level). The wind could act on the exposed face of the shoring, but that would be in the direction opposite the soil load. Obviously it would be unconservative to consider the wind load counteracting the soil load. Maybe post a sketch so we can see the concern.
