How to determine industrial user natural gas design load (Coincidence factor)

Designing Natural gas industrial users metering and regulating station, for years I have been using a rule I found in a Dresser meter brochure to determine the industrial design load. This rule considers a coincidence factor that decreases with the number of connected equipment. See below
Qty of consumption equipment Factor (multiply by)
0-5 ------------------------------------------------ 1
6 ------------------------------------------------ 0.9
7 ------------------------------------------------ 0.85
8 ------------------------------------------------ 0.83
Does anybody know of technical papers that have best practices, some of the engineers want to use 100% of the connected load to design the stations and I want to have a source other than the brochure to discuss the point to define a general practice.
