Hi, I have a client with an existing precast tilt up building and they would like to cut a 250mm diameter service penetration in one of the external load bearing precast panel walls. The walls are 6m wide and 8m high. the hole is to be located 3m up from the base and 1m in from the side.
does anyone know if AS3850 provides guidance on cutting penetrations into existing panels, or rule of thumb / design guidance for evaluating if the penetration needs any strengthening? the panel is reinforced with SL82 mesh.

What is the panel thickness, and is there 2 mats of SL82 mesh - one per face?
For larger sized penetrations, where "OK, by inspection" is not appropriate, you would assess the existing loads and do a quick capacity check and see what effect the penetration has by way of loss of concrete and loss or rebar.
In your case with SL82, a 250mm dia core could take out max of 2 wires per face, per H and V direction. If the wall was scanned before hand you may be able to just cut one wire per face, H and V.
