Friends i want to do combination process for GTAW - GMAW
Can i used 44W for welding coupon to qualfy welding procedure.

my production material is SA 516 GR-70.

Unless 44W has been assigned as P-No 1, you cannot use it to qualify for SA 516 Gr 70.

section IX- P group- SA/CSA-G40.21 Gr. 44W - is P1 GROUP.
AS per ASME P1 GROUP is very important.
All P1 group material will be able to qualify P1 material.
EXAMPLE 44W TO 44 W WELDING COUPON PROCEDURE can use SA 516 GR 70 TO SA 516 GR.70
If i am wrong please correct me.

44W- MIN TENSILE STRENGTH 65 KSI & SA 516 MIN TENSILE STRENGTH 70 KSI.
I am worried about tensile strength factor.
but they come under P1 GROUP 1 SO my opinion is 44W CAN use in welding procedure in welding coupon to qualify welding procedure .
and that welding procedure can use SA516 GR 70- P1 GROUP FOR Production weld.
but i know you will give me perfect answer.

Then you can qualify the WPS using 44W as P-No 1 base material with no impact qualification. Make sure you have no impact qualification.
