Open the file that you want to import to, then use File -> import -> part.

It depends if the .prt is an NX part file or a PTC/ProE/Wildfire .prt.
NX: See Cowskis post above.
PTC... You will need to use the special translator under File- Import - Pro/E

If you don't know the originating system, I think you can open the file ( if it is relatively small , say <2 MB) in the Notepad
somewhere in the mass of unreadable garble it will print " Parametric Technology" or "Siemens".

( I did that a few years ago.)'
