I was conducting some research in Division 2 and noticed that, unlike Division 1, it contained a Category E weld to cover non-pressure containing attachment welds. That immediately begged the question: How, if at all, should non-pressure containing attachment weldw be categorized in Division 1? Any thoughts on this?

They are not categorized as far as I know.
