I was working with ASME B31.3 for process piping before,
I am just wondering, for high pressure piping (~15,000 psi) used for shale oil fracking, what industry code is used?

Past: Oil & Gas industry in Canada.
Present: Desalination pump manufacturer in the US

B31.3 is not actually a petroleum production code, none the less it has become the default favored by most and used in lieu of having an appropriate set of company specifications.

For well head piping you normally use API 6A especially for flanges and valves. Pipe though is more likely calculated to B31.3

The code is B31.3
API 6A is a standard for high pressure fittings.

True, bit my point was 31.3 points you to B16.5, which is only good for ~6250 psi ( class 2500). Therefore you need other standards for flanges and valves which go up to 15 or even 20Kpsi.

Take a look into B31.3, but pay attention to Chapter 9, High Pressure Piping. It pretty much covers most high pressure piping systems and designs.

I would go with ricklts, the Chapter 9 of ASME B31.3 should be checked.
