It effectively means All (or any) Thickness, t , of Weld Metal in the Coupon, in. (mm) qualified for welder qualification. Simply put, it does not break the qualification weld thickness into subcategories based upon thickness alone. However, the next line item provides additional guidance based upon thickness and number of weld layers.

For weld thickness of 1/2" with less than three layers allows a qualification range of 2t

Weld thickness of 1/2" with three or more layers allows an unlimited qualification range.

"All" on table QW-452(b) means:
(1) less than 13 mm deposited weld metal regardless to the number of layers
(2) 13 mm and over deposited weld metal with max. 2 layers

Thanks, but , instead of writing "upto 12mm" , why ALL is written.

I only asking this, as code particularly specify the specific things/variables in any other section or subsection.

So, why not clearing/specific here.

Code can mentioned it as "upto 12mm" instead of writing ALL.

"Up to 12mm" would not be sufficient, because you can weld over 1/2" in only two layers....which results in 2t.

The word All is used in several places in ASME Section IX tables. There are several ways to describe things and the code committee apparently believes the use of All is acceptable.
