Hi,
Could anyone guide me to a specific ACI publication that requires/recommends that horizontal bar terminating on either side of a contraction/construction joint in a wall be hooked 180deg?

First, rebar is typically continuous or spliced across a construction joint. A construction joint is simply a convenience for the contractor, not something required by analysis, so structurally you want to maintain continuity across a construction joint.
Second, if you did want to terminate the reinforcement, it needs to be developed on each side of the joint. A 180 hook is only one method of doing this. It could also be accomplished with a 90 hook, straight bar, headed bar, etc.
