AISC Table 14-2 allows grossly oversized holes in a column base plate, which requires a plate washer. I can't find anything that says the plate washer has to be developed by field welding it to the base plate. In my particular case that I am looking at, my columns are pinned base, and are embedded 10" into the slab blockout. The only base shear that can be developed is from a small moment applied at the top of the column due to unbalanced eccentric loads. This shear is relatively small. In this case, is it necessary to develop the plate washers?

Gravity columns you can omit weld, you have alternate load paths for this non-critical shear. Lateral columns or wind posts yes weld.
