What wind speed are people using to design in NYC? Is it 98 mph (as stated in the NYC building code) or 116 mph(for category II)? If you are using 98 mph are you using the ASCE 7-10 and AISC 2010 load combinations? If you are using the ASD combinations that take .6WL and the 98mph are you under designing your building? What are other engineers that design in NYC doing? Thanks for the insight.

You should review the NYC Building Code. It is explicit on the wind speed and which version of ASCE 7 should be used.

FROM THE CODE: "Wind loads on every building or structure shall be determined in accordance with Chapter 6 of ASCE 7 (7-05)"
