Unknown equipment at meter station

I found a covered device while looking through some photos and I'm having a difficult time pinpointing what exactly it is. There appears to be a handle and potentially a bleed port. Based off location, a blowdown would make sense, but I've never seen this sort of equipment for that process. Any guidance would be much appreciated.

Maybe battery powered recorders with a big quick-release handle, that are detached and carried away for data transfer and battery charging?

We need someone to get a photo of one of these with the "Bag" removed.
Sometimes its possible to do all the right things and still get bad results

“I don't know her....” and ‘put a bag over her head,’ in the same discussion? MikeH used another phrase, “ weather covers,” but I never heard that phrase used that way before. Is this pipeline guy talk or what?
