Is there a term besides sync check for describing network hot line-hot bus reclosing logic?

At generation sites and interfaces between planned islands, the traditional sync check has a large allowable slip frequency, but a very small angle difference.

For all other locations, the goal is to disable closing when the system frequency is out of sync without disabling reclosing for a large standing angle. Hence this kind of sync check has approximately zero allowable slip frequency, but a very large allowable angle difference. Using the term IEEE#25 Synchronism Check to describe this second case seems to cause a bit of confusion, since these locations should never be used rejoin islands. Perhaps this second kind should be labeled as device #7 rate-of-change relay? Or an out of sync blocking relay?
