UHA-44 (a)(1)(-b)states as:“the design metal temperature and the forming strains exceed the limits shown in Table UHA-44.”. For 304, The limitations in lower temperature range is 1075-1250F.
I want to clear, how to understand the "exceed" in UHA-44 (a)(1)(-b).
For example, if the design temperature is -320F-120F, does the design temperature exceed the limitation of Table UHA-44?

No. The key is in ".. design metal temperature and the forming strains exceed ..". Both requirements need to be met in order to apply UHA-44 PWHT requirements. You have a design temperature (far) below that of UHA-44 (which starts at 580 °C for AISI 304).
