I've been told to make a sub-assembly from within an assembly file, someone said to control click the necessary parts and drag them to another within the assembly navigator. However, my issue is that when I go to drag them, it's unable to do so. Meaning I'm unable to make the sub-assembly.

How do you make sub-assembly's within an assembly on the assembly navigator?

Did you create the new sub-assembly file, and add it to the top level assembly? you should be able to drag the components into that file.

A basic question, how do I create a new sub-assembly file? I understand the concept of adding it in afterwards.

File>save as> I can't save as assembly or sub-assembly like I remember learning in Solidworks.

Resolved, I had to make the part in question "make work part" then drag the other parts into it, to create my sub-assembly.
