I have model that has PMI annotations (see pic)
but I need to create a drawing/PDF with all of the annotations.
All annotations are in a base view labeled GDT, when I import that base view on drawing Annotations do not show up (see pic).
Even if I turn on all layers manually, I see alot of geometry in view but not annotations.
We dont use views in my company, so what am i doing wrong?

Have you inherited the PMI to the drawing? Check your drafting view settings: common -> PMI -> inherited PMI.

Yes I turned on to inherit PMI in the settings of the view before I placed it. There are three different options I think. I tried all three. No difference.

"Inherit PMI onto Drawing" option is not available when I am placing my view. Is that why I am not getting them to display?
