Is there any provision or rule of minimum distance of column outline from basement wall?Is there any problem if column touched basement wall surface. Please have a look in uploaded these picture and leave a comment.
Information:
Basement wall thickness 10''
Basement wall total height 9'
Height from round level 6'
Below ground level 3'

1) easy forming and;
2) a single pouring operation
A pilaster gives you both. If there's a chance that both the wall and column formwork will be present concurrently, I'd give yourself 12". Otherwise, 6" should do.
I like to debate structural engineering theory -- a lot. If I challenge you on something, know that I'm doing so because I respect your opinion enough to either change it or adopt it.

The only other issue I could see is the proximity of the foundation elements for the columns to the foundation elements for the wall violating the minimum spacing for the geotechnical requirements.
