I beam is well documented online, but what about a beam that have two flat bars perpendiculars into the middle and form a "plus sign" beam ? is their any manual that explain how to obtain its moment of inertia or bending moment like I beams ans H beams ?

As it appears that your section is symmetrical, the moment of inertia is just the sum of the I of the vertical part in the middle, added to the I of the two wings.

Your subject asked how to calculate the bending moment and shear on the beam. These are forces, dependent on loading conditions, not the member properties.
Once you have the bending moment and shear, you use the Moment of Inertia and Shear Area to calculate the stresses in the member.
Your use of terminology tells me you're familiar with the jargon, but not how to use it. You need to have a structural engineer sit with you (it will take five minutes) and help you out.
