a refinery plant has some excess steam and planning to invest into using it to generate its own power using steam generators. I need a rough estimate cost per kw for the capital cost required.

the plant demand is about 10 MW.

Any ideas?

You need to estimate roughly what a 10 MW steam turbine power generator would cost (inclusive all equipment/auxiliaries and if its a condensing turbine, include the cost of the water or air cooled condenser - which imply different figures depending if you have cooling water or not, the site location ambient conditions..).
Then you need to consider the total installed cost, by this I mean not only the equipment costs.

You say the plant demand is 10MW but that doesn't state what MW of waste steam you actually have.

they tend to have additional boiler to cover the demand, initial figure of waste steam enough for about 2-2.5 MW is available

Just to understand better,
You now have excess of steam which should be let down; I am aware that boilers cannot be operated below a certain load level.
The power demand of the plant (means utilities) is 10 MW so that so should be correspond to the size of your STG;
Are you planning to use a boiler specifically to produce the swing load of power to arrive at 10 MW ?
You may need to be careful because you need to have an economic analysis that does not take into account only the capital costs of equipment but also the cost of electricity and cost of the fuel to generate steam, that is to say a complete present value analysis. Maybe you have this in progress already.

The number I have heard was 1 million US dollars per mega watt for the turbine(+/- 50%)
