I have UPS name plate input 220V Ac,50-60Hz (Phase to neutral) but the available source is 220Ac,60Hz (line to Line) my question is the UPS can operate functionally or not

Without the internal circuit drawings it's impossible to tell for sure. If you want a definitive answer the only person who can give it is the manufacturer.

Technically it should work.
At least make sure there is no dead short in the UPS input. Sometimes, they take the neutral for the reference voltage etc.
Check the schematic diagram, contact the vendor (on a safer side)and take decision. Ultimately the vendor has to accept the warranty with this input supply.

Sometimes the neutral is solid from input to output, without overcurrent or short-circuit protection. Most codes object to a straight-through conductor in a phase conductor even if they permit it in the neutral.
