I know Vu needs to be less than phi Vn in order to meet code and not phiVn/2 but what section of the aci318-11 specifies this? Section 11.4.6.1 does not specify walls.

Per ACI 318-14 section 11.5.1.1, PhiVn >= Vu.
Per ACI 318-14 section 11.5.5.1, out-of-plane shear strength, Vn shall be calculated in accordance with 22.5. Which gives the typical shear strength equations.
The only requirement for Vu <= 0.5PhiVn that I am aware of is in regards to in-plane shear and minimum reinforcement ratios. That is in ACI 318 section 11.6.1, but again is only for in-plane shear and not out-of-plane.
