I know Vu needs to be less than phi Vn in order to meet code and not phiVn/2 but what section of the aci318-11 specifies this? Section 11.4.6.1 does not specify walls.

I think that you just use the same provisions as for beams and slabs.

I like to debate structural engineering theory -- a lot. If I challenge you on something, know that I'm doing so because I respect your opinion enough to either change it or adopt it.

Wall is 12" basement wall so it does not meet "(d) beams with h not greater than 10 in". Just seems odd they would not include it in this section since the could have easily wrote it "(a)Footings, walls, and solid slabs".

I have ACI 318-14 in front of me so, while reorganized, I don't believe the wall design provisions changed from 2011.

Per ACI 318-14 section 11.5.1.1, PhiVn >= Vu.
Per ACI 318-14 section 11.5.5.1, out-of-plane shear strength, Vn shall be calculated in accordance with 22.5. Which gives the typical shear strength equations.
The only requirement for Vu <= 0.5PhiVn that I am aware of is in regards to in-plane shear and minimum reinforcement ratios. That is in ACI 318 section 11.6.1, but again is only for in-plane shear and not out-of-plane.
