Hello,
At my site, i am facing an issue regarding lap length of column. First, all the laps are just on the slab(at starter point) and second most important, my remaining lap that is left behind for lapping of further column is just 36" and we are using #8 bar.
So, is it ok to provide 36" lap just at the starter zone? if not, then what to do?
please share your opinion.

What concrete code or specification are you under? ACI? Eurocode? Other?

With the exception of some high seismic situations, it's pretty normal to lap your column bars at the slab level. Easy to build. As far as the lap length goes, you need to provide a lap length that will develop your bars for whatever tension or compression forces you expect to see in the joint. Most designers will simply specify a full lap splice for simplicity.

I like to debate structural engineering theory -- a lot. If I challenge you on something, know that I'm doing so because I respect your opinion enough to either change it or adopt it.

So, in your opinion, what should be the lap length for 25mm dia bar in column?
Is 3feet lap length is enough or not?

The lap length depends on whether it is a compression only slice or a splice that has tension. Several factor such as cover and concrete strength can affect the required length of tension splices. The engineer responsible for the design should answer this question.
