If you had a penthouse, on top of a 40' tall building, 20' away from edge of building, (regardless of not meeting all ASCE 6.5.7.1 conditions) would you still consider it to be on top of enough of an escarpment to increase wind speed?

It meets ASCE 6.5.7.1 conditions 1-4, but, since the main building is only H=40', condition #5 is not met.

I don't like underestimating wind.

Opinions please...

just say it is taller, get the pressures and apply to your building. What sort of load increase are we talking about 15%? overall you may have a few extra kips per line but that isn't bad.

I agree with Eric. I think that an escarpment is really a different aerodynamic phenomenon. In a fairly macroscopic way, an escarpment takes the layer of air nearest the earth and compresses it locally, speeding it up. High up on a building, you're not affecting enough area in plan to produce the same effect. It's just windier because your further from the frictional resistance of the ground. Obviously there's vortex shedding and all of the localized stuff but that's another beast yet again.

I like to debate structural engineering theory -- a lot. If I challenge you on something, know that I'm doing so because I respect your opinion enough to either change it or adopt it.
