We are currently working on reinforcing an existing retaining wall by pouring a 4inch reinforced concrete wall adjacent to it. Since it was a vertical pour, should a form and pour concrete per ACI attached, not sure if it is considered as means and methods or should it be included in structural drawings.

I did a project like that a few years ago. To answer your question, specify cast in place concrete, which is form and pour.
