NX9 - View in Circle "EMBEDDED"

(OP)
GM standard wants us to use the Embedded attribute to View in Circles. So on the parent view the circle will be broken with two arrows and a letter between them. Right now it will only come in as a full circle.

I have found it in the Drafting Preferences under VIEW / DETAIL / LABEL --- Label On Parent / Display. However, even if I change it, the next time you open up preferences it is back to CIRCLE. The Embedded attribute just will not take.

I have then found it if I go to Customer Defaults (under SITE) and use the search for "View Label". I have found a different drafting settings where I can change it. This makes me save the drafting settings file of some sort. Even though that gets changed, UG still does not recognize the setting. Now we all get some error saying UG could not read some settings when we start UG up.

Has anyone else had this problem? Does anyone know what the fix is?
