How to adhere RPVC to Teflon?

How to adhere RPVC to Teflon?

(OP)
I have an application in which I need to adhere an RPVC part to a painted metal surface.  There is an intermediate double-faced foam tape between the two parts.  The paint is textured and applied in a powdercoat process.  Teflon is used as a flow agent in the powder and is coming to the surface in the curing process, which is causing problems with the adhesive I am using now.  Are there any relatively inexpensive adhesives that will provide a strong bond in this situation?

Thanks!
