Is there any way to find stable from unstable state having unbalanced force by using Static,General?

(OP)
Hello.
I am trying to find stable configuration with predefined stress field by using Static, General.
I have two different analysis procedures, and so I apply the deformed shape and result stress which come from the previous analysis to the next analysis.
In the second analysis I add additional rectangular frame which are connected with Join+Rotation (pin connection in 2D) to the previous configuration.
So in my idea this model will be able to deform to find self-balancing state, but the deformed shape is same with the initial state.
When I simulate the same model with Dynamic, Implicit, I could obtain the expected results (Right picture). I think I also should get the same results, even though I use Static, General.

Can anyone please help me with it?
I really appreciate any help you can provide.
