Hello
I have a raft supported on piles. The cur off level of the piles was based on a thicker raft. However the raft got reduced.
To make it short the embedment length of 50xbar pile diamter is not ensured. So the contractor is willing to break the top of rhe pile and splice the old reinf'f with new one.
My question is : lets say i need 1.5m embedment depth, 1m is available. Should the contractor break 50cm or he should break 1.5 meter to ensure the full embedment ?

Are you sure about your strength of concrete? The strength used by the contractor may be significantly higher than specified, which could significantly reduce the Ld...
Do you really need full development? Do you have some very small, nominal loads for which you might be able to justify a shorter lap than Ld?
HOWEVER, if you don't have the possibility of bending, or the space for the new detail, and
You don't have sufficient strength to develop the rebar faster than anticipated when you wrote your spec,
and you really need the strength,
THEN NO. You cannot simply wave development length requirements or wish them away.
I'll be interested to see if anyone argues the other side of this, but I think it is a pretty clear-cut Contractor to rectify/make good.
