What is european standard that I have to use to specify (order) steel plate? EN 10027 or 10025?

RE: European standard for steel plate

EN 10025 governs flat products such as sheet, strip, and plate.  It references EN 10027 which lists chemical compositions for various steel grades.  You should use EN 10025 when specifying plate for your application.

To be more precise:
EN 10025 for plate for non-pressure parts
EN 10028 for plate for pressure parts
