I have a certificate of SA 516 gr.70 plate. It's written that it is according to SA 516, but It's not written that material is killed (as required by par 4.1 ASME II PART. A, SA 516). Is this material acceptable for ASME? thanks

There is no need to state the material is killed on a certificate of conformance if the material conforms to SA 516 material specification. On the MTR there should be a statement regarding fine grained practice and you can review the chemical composition to confirm killed steel.

Yes, it is acceptable for ASME B&PV application.

thanks metengr. For MTR do you mean 3.1 certificate of the plate? Because that statement is not written in it.

No. It would be the material test report (MTR).

If the aluminum content on the MTR is 0.020% or more it is considered fine grained or fully killed steel. See SA-20 8.3.2.1.

Just to clarify your 3.1 cert is the same as an MTR - different countries, different terminology.
You actually have a Material Test Report (issued in accordance with ISO 10204 Type 3.1) but you probably call it a Material Certificate or Mill Certificate,

You might try to refer ISO 10474 or EN 10204 type 3.1 in your post.

Extracted from ASTM A516 :

4.1 steelmaking practice
The steel shall be killed and shall conform to [...]

thus every grade from ASTM A516 is killed
