For one of the Waste water treatment plant, contractor proposes to use the Dismantling joints ( with elastomer inside)...in the pump suction to introduce flexibility and also to faciliate the pipelines passing the stress analysis. As for as i know, these joints are mainly used nearer the valves and for easy dismantling the valves without disturbing the pipe lines , this will be proposed.

Dismantling joints are only used where the working space is very tight and it will be extremely difficult to remove piping segments. An example is piping within a buried metering vault where you can't pull the piping apart to repair the flow meter.

Not so much an issue in the piping, and since it would appear from your post that the stress guys have already suggested it, probably not an issue with the pumps either, BUT just double check that the piping system local to the pumps (supports, etc.) accounts for the pressure thrusts and loads at the pump nozzles now that you will not have the same axial stiffness at play as would be the case with rigid piping.
