Misplaced Anchor Bolts - Precast Garage

The contractor misplaced an anchor bolt group for a precast garage and asked me for a repair. I designed the foundation and the precast engineer designed the precast. Please see attached file for column to foundation detail.
My first idea is to cut the existing bolts at the top of the footing and epoxy threaded rods 18"... The column supports an axial compression load and my understanding is that I need to design the anchors to support 0.02 of the load as a shear load, is that correct?
Any suggestions or repair ideas will be very much appreciated.

Two questions:
1. Any resolution to this?
2. [And this is me being nosy so feel free to tell me "none of my business"] On the drawing you posted in error I see a W8x58 and a W16x50. Those seem like unusual sizes (especially the W8x58) so I'm curious if they were chosen to maintain clearance or for some other reason such as, perhaps, for combined flexure and compression as might be the case with a drag strut or some other lateral member. Just being curious (and nosy).
