Can you consider the end fixities of a HSS header to be fixed if you detail to either bear on top of the end columns or be welded off the face of the columns?

It wouldn't be fixed in either case, but if you welded the HSS all around to the flange of a column, it would be restrained so that a frame analysis could be justified. Welding to the top of a column would provide some restraint as well, but in order to develop full restraint, you would need an end plate and an internal plate at the edge of the column.
