Yes, he does mean G15660, he just doesn't know it.

Dobe, what is the material specification? All that 1566 tells us is composition and nothing else.

I am looking for a shear strength or carbon to calculate tonnage for punch press.

J403 is just a list of steel grades and chemistries.
Do you have any other final part specs that you are supposed to meet?
Are there any requirement on heat treat condition (annealed, normalized and tempered, and so on)?
Otherwise this could be a huge range in properties.

the only other note listed is a stress relieve at 454°C to 510°C for 2 hours min.

It is not the material, but the required hardness of 84 HRB minimum you have to use. That translates to an approximate minimum tensile strength of 81 ksi (from ASTM A370). Shear strength is approximately 75% of tensile strength for steels, so you are looking at an approximate minimum shear strength of 61 ksi.

Carbon is specified as 0.60 - 0.71.

Thank you for the info. I did find the certs from the steel manudavturing and it does say carbon at .7

But since there is no max hardness you could be dealing with material at 1.5 times that strength. You need to check the specifics of the material that you have.
