I am designing a raft/mat foundation (10000 sqm Area ) in SAFE , load test is not possible at site because the site is located in very backward area in Africa so therefore I am considering conservatively the soil bearing capacity is 1.5 kg/cm^2 but I am confused that conservatively what soil sub grade modulus and allowable settlement will be if S.B.C is 1.5 kg/cm^2 (soil type is loose sand)
However I know the equation is Ks=p/s to find the 3rd value I need to know 2 value so what 2nd value I can take conservatively for settlement or soil sub grade modulus however the soil type is loose sand.

Without a geotechnical investigation.......coming up with a "conservative" number is hard to say. For all you know (especially if it's in an area you are not familiar with) it could be sitting on landfill.

You can assume something real conservative.....and have some weasel words in the general notes requiring the contractor to field verify.
