There are companies advertising fittings as A234 - Gr 4130. It doesn't appear that any of the A234 grades listed in table 1, of the ASTM specification, have the chemical composition range to allow 4130. How are they doing this?

In some spec systems (SAE) people often take exceptions.
Under the rules of ASTM you cannot identify a material or product as meeting a spec unless it meets all of the requirements, no exception allowed. Occasionally you see something marked as "ex" but it is a tighter or additional requirement

Yes, the companies are based in the UK. I've attached a screenshot from one of their specification pages.

That is what I thought. Section 5 of the ASTM A234 specification doesn't appear to allow for variance outside of the values listed in Table 1.
