Not that I'm aware of. Indirectly, I suppose that it's implicitly endorsed by the provisions that suggest/allow designers to assume that plane sections remain plane under bending.

I like to debate structural engineering theory -- a lot. If I challenge you on something, know that I'm doing so because I respect your opinion enough to either change it or adopt it.

That formula was included in ACI 318-63, Article 1601 "Rectangular Beams with tension reinforcement only". It was expressed as a function of Mu rather than bd2.

The formula can be derived with algebra from the following

Mu = ΦMn = ΦAs fy [d - a/2]
a = Asfy / [0.85 f'c b]
