If a W shape column baseplate is anchored with four bolts at the exterior of the flanges as opposed to the interior, and if the baseplate is thin enough to allow rotation, can the connection be considered pinned?

I would think not strictly pinned, but definitely not fixed. Somewhere in between...

Sure. I have considered 4" thick baseplates with 1.5" rods outset as pinned - so far so good.

Somewhere in between would be my guess too. You may want to do some calculations to see what moments will produce what rotations and use (rather than a perfectly pinned/fixed base) a stiffness specified base (i.e. ft-kips/degree).

What is the capacity of the column-to-base plate weld? If it is a minimum-size fillet weld, the capacity is likely significantly less than the flexural capacity of the column. I agree with WillisV; call it pinned.
