Hi,
I will design a cathodic protection system for an already existing tank with a 100m of diameter, under the tank at 500mm depth a layer of PE sheet is spread entirely
so - because it's not a new tank i can't use the grid anode under the tank
- because of the PE layer I can't use the beep anode groundbed
- because of the 90m diameter and also the PE layer i think that a shallow distrubuted anode around the tank is not recommended

Any suggestion please?

It sounds like you need to talk with you CP designer and a horizontal directional drilling contractor, together.
